Will New Bill Slow Theft?

Catalytic converter theft has led to new bill being passed to thwart the problem. House Bill 2153 makes trafficking catalytic converters a Class C felony and requires new licenses and increased record keeping for scrap metal dealers and vehicle wreckers. No one can sell a catalytic converter without a driver’s license or a state issued photo identification. Also, payment must be made by check and sent to the seller’s address at least three days after the sale of any catalytic converter. Sellers are required to sign legal declarations that to the best of their knowledge, they aren’t selling stolen property. Additionally, car dealers must provide buyers the option of marking their catalytic converters with partial vehicle identification numbers, and police, under the bill, are specifically authorized to seize any unmarked catalytic converters. It is hoped this new bill will stem the continued theft of catalytic converters, which has raged for several years now.
